In To Hieu ward, the Standing Board of the ward Party Committee issued a plan to implement the movement; established a steering committee for science and technology development, innovation, digital transformation, and administrative reform; and set up 49 community digital technology teams in residential groups and hamlets. During the digital transformation peak month, the ward launched a coordinated campaign to guide residents in installing and using digital services and applications.
Activities included issuing personal digital signatures; integrating health insurance cards into the VNeID application; supporting 100% of business households transitioning from lump-sum taxation to declaration-based taxation in registering and using electronic invoices from cash registers; introducing digital transformation solutions to enterprises; and guiding business households in declaring social insurance contributions in accordance with regulations.
To date, 100% of officials, civil servants, and employees have been equipped with basic to advanced digital knowledge and skills; 100% of students at all levels have access to essential digital knowledge for learning; and over 65% of adults have been provided with digital knowledge and skills via the electronic identification platform.

In Chieng An ward, the ward Party Committee has incorporated digital knowledge and skills into regular and thematic Party cell meetings; directed the promotion of the use of VNeID accounts among Party members and the public. The ward has focused on digitising administrative procedure records at the one-stop-shop unit; and promoting cashless payments in transactions. The ward has established 27 community digital technology teams to guide residents in applying digital solutions directly within households.
At the working session, the working group appreciated the results of implementing the “Digital Literacy for All” movement in the wards; and requested them continue to strengthen communication and improve digital skills for residents.
The wards should enhance the application of digital data in handling administrative procedures; and promptly address difficulties and obstacles during implementation, thereby contributing to improving the effectiveness of digital transformation.
