This pilot model is designed to effectively implement the four principles of greeting, apologizing, saying thank you, and asking for permission; the five No's – No authoritarianism, causing difficulties or inconvenience, no bureaucracy, indifference or irresponsibility, no corruption, wastefulness, or group interests, no flattery, favoritism, or dishonesty, and no abuse of position or authority in performing duties; along with the “five knows” – know how to listen to the people, know how to explain clearly, know how to gain trust, know how to apologize, and know how to express gratitude.
The town People’s Committee has appointed four qualified officials to work at the reception and results desk, established a team to guide residents in using level 3 and 4 public services at the one-stop shop, and ensured that facilities and equipment meet the four criteria—faster, more economical, more reasonable, and friendlier—when processing administrative procedures for organisations and individuals.
