Moc Chau promotes administrative reform for people's satisfaction

With the goal of innovating the working style of grassroots government officials towards people's satisfaction, in recent times, Moc Chau district has synchronously implemented many solutions, from institutional reform and administrative apparatus organisation to building and improving the quality of officials and civil servants.

For the quick and convenient handling of administrative procedures for people and businesses, the district People's Committee has directed agencies, units and communes to develop working regulations and assign tasks to each person. At the same time, it has attached the roles and responsibilities of the head of each agency and unit to the task of handling administrative procedures; publicised and simplified administrative procedures to better serve the needs of organisations and people. It has also publicised hotlines and phone numbers of the Chairperson of the district People's Committee and leaders of agencies and units to receive feedback and recommendations relating to administrative procedures.

All administrative procedures are posted on the National Public Service Portal, the Son La provincial Public Service Portal and the portal of the district People's Committee, and at the unit receiving applications and returning results. They include 299 administrative procedures at district level, 142 at communal level, 95 administrative procedures of district and commune-level vertical agencies regarding application components and handling process to fees, thus providing convenience for organisations and citizens when coming for administrative procedures.

At the same time, the district People's Committee has focused on directing and promoting the building of e-government and digital government in the locality; set targets on the rate of public service documents processed online for agencies, units, communes and towns. It has coordinated with telecommunications businesses to expand fiber optic and broadband mobile networks, creating a favourable environment for digital transformation. People have been encouraged and guided to submit public service applications online.

Now the district's total online public services cover 295 administrative procedures, including 265 completely online public services and 30 partially online ones.  There are 103 commune-level administrative procedures. The rate of online applications through public services reaches 84.7%. The district maintains effective use of document management software, public service emails, three-level online conferencing system and activities of 195 community digital transformation teams, with a total of 1,181 members.

In the first six months of this year, the district received over 58,000 administrative procedure applications. Of which, more than 57,100 have been processed and more than 900 are being handled. The units receiving applications and returning results issued over 2,100 forms evaluating the quality of administrative procedures, with all respondents delivering good ratings on the quality of handling administrative procedures of the district.

In addition, the district People's Committee has effectively implemented the arrangement of the apparatus and streamlining the staff in sync with the reform of the civil service regime; build a contingent of cadres, civil servants and public employees with a reasonable number and structure, sufficient qualifications and capabilities to meet requirements. Every year, the district conducts online capacity testing and assessment for civil servants.

The district uses the scoring method in assessing and dispatching education and training public employees; appointing officials and managers of education and training units in accordance with regulations; and sending officials and civil servants to training courses to improve professional qualifications. This contributes to tightening discipline and improving working efficiency of officials, civil servants, and public employees.

With specific solutions, creative ways, and the drastic engagement of the Party Committee and authorities, in recent years, Moc Chau district has always been leading the province in the district-level administrative reform index, making an important contribution to improving the effectiveness and efficiency of the administrative apparatus, and promoting local socio-economic development.
