Son La province’s industry-trade sector promotes administrative reform

The Department of Industry and Trade ranked 7th out of 20 departments and agencies in Son La province in the administrative reform index 2023 with 86.72 points, down two places compared to 2022.

In 2024, the Department of Industry and Trade continues to propose solutions to improve the quality and efficiency of administrative reform; raise the rate of receiving documents and returning results of administrative procedures through online public services; create favourable conditions for agencies, businesses and people.

Following the province's direction, the department has developed and issued a 2024 administrative reform plan, including eight key tasks and 36 specific tasks, assigned to relevant units to implement. It has taken many solutions to create conditions for organisations and individuals to handle administrative procedures, such as publicising all administrative procedures on the province's and department's portals and sending notifications to relevant agencies and units.

The agency has regularly reviewed administrative procedures to detect limitations and shortcomings and propose timely amendments, supplements and replacements; received feedback and recommendations from citizens and organisations; enhanced the role of officials and civil servants in giving advice on resolving administrative procedures, especially those working at the one-stop shops. It has also regularly disseminated administrative procedures to officials, civil servants, public employees, and workers.

Quarterly, the department has held meetings to review and evaluate the administrative reform tasks of desks and units; urged officials and civil servants to use official emails in work; increased the rate of documents using digital signatures; regularly monitored and updated information on administrative reform on its website. It has also improved officials’ and civil servants’ capacity, professional qualifications, communication skills, and behavior in performing public duties; strengthened supervision and strictly handled violations, preventing civil servants from causing trouble to people and businesses.

It has promoted communications for implementing online public services; checked the update of administrative procedure dossier processing progress on the software; arranged responsible and dedicated staff to work at the provincial Public Administration Service Centre.

It has received documents and returned results in accordance with procedures and regulations; reviewed the list of administrative procedures eligible for upgrading to partial and full online public services under its authority.

Currently, the department has 152 administrative procedures, including 135 at provincial level, 15 at district level, and two at communal level. Of which, 53 procedures are being carried out on the province's public service portal at the highest level of 4.

Since the beginning of the year, the department has received and processed 10,732 applications, including 10,714 online; and resolved 10,724 applications ahead of and on schedule. Currently it is processing eight due dossiers with no overdue ones.

For citizen and business satisfaction and an open and transparent administration, it will continue to enhance the responsibility of leaders in leadership and direction; pay attention to allocating necessary resources to carry out administrative reform tasks; regularly review and simplify administrative procedures within the agency; improve the effectiveness of implementing the single-window mechanism; review and recommend eliminating unnecessary administrative procedures, creating favouurable conditions for organisations and individuals in resolving administrative procedures.
