Right from the early morning of July 24, Lo Minh Hung, Permanent Deputy Secretary of the provincial Party Committee and other provincial leaders were present at flood-affected places to inspect and see how the disaster affects people's lives. Relevant forces were deployed to regulate traffic and help people move their belongings to safer places.

The provincial leaders directed the local Party committees and authorities to continue keeping a close watch on weather developments, encouraging people not to cross streams, go fishing, or catch fish when it rains and floods rise; and prepare on-site forces to promptly respond to any emergency.
