Accompanying him were Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; leaders of several provincial departments and sectors; leaders of Moc Chau, Moc Son, and Van Son wards, as well as Van Ho and To Mua communes; together with representatives of construction contractors and project supervision consultants.

The delegation inspected the progress of the Moc Chau urban main road project, which has a total length of approximately 10 km, passing through Moc Chau, Moc Son, and Van Son wards.
To date, land clearance and compensation work has reached over 72% of the total area (24.84 ha out of 34.47 ha), with 352 households compensated and supported at a total cost of over 85 billion VND (3.23 million USD). Surveys and compensation plans are underway for the remaining 235 households and one organisation.

After the inspection and hearing the reports, the provincial Party chief commended the provincial Land Fund Development Centre and the People’s Committees of the wards for their efforts in implementing site clearance. He requested the centre to increase personnel, coordinate with the ward-level People’s Committees to complete land clearance plans, determine specific land prices, and ensure legitimate rights and benefits for residents, thereby facilitating compensation and site clearance. The ward People’s Committees were instructed to accelerate the completion of resettlement areas to accommodate affected households.

The delegation then inspected the Hoa Binh – Moc Chau Expressway’s Son La section. According to the Transport Construction Project Management Board, the section is 32.3 km long, divided into three construction packages (No. 26, 27, and 28). As of the end of October 2025, 19.5 km out of 32.3 km of land had been handed over by local authorities, and contractors are mobilising equipment and workforce to carry out construction simultaneously at multiple sites.

After the field inspection, Nghiem emphasised that the Hoa Binh – Moc Chau expressway project is a key national project of special importance, promoting connectivity in the northwestern region, linking Son La with Hanoi and the northern delta provinces. The project is expected to open up new opportunities for investment attraction, tourism development, and socio-economic growth in Son La province.
He urged relevant departments, agencies, and the People’s Committees of the related communes and wards to focus on timely site clearance, accelerate disbursement, and coordinate to resolve difficulties and bottlenecks in land clearance for the projects.
