Provincial Party leader works with Party officials of communes in Muong La area

Hoang Van Nghiem, Secretary of the provincial Party Committee and head of the provincial delegation of National Assembly deputies, on December 17 held a working session with the Standing Boards of the Party Committees of Muong La, Chieng Lao, Muong Bu, Chieng Hoa, and Ngoc Chien communes to grasp the grassroots-level situation, especially since the two-level local government system came into operation.

At the working session, the Standing Boards reported on socio-economic development, cultural affairs, defence and security, Party building work in 2025, and key tasks for 2026. Since the implementation of the two-level local government system on July 1, 2025, the communal administrations have generally operated in a stable and smooth manner, effectively serving residents and businesses.

They proactively led and successfully organised the first communal Party Congresses for the 2025-2030 term as planned; promoted socio-economic development associated with tapping local potential and advantages; and basically fulfilled the main targets set for 2025.

Alongside these achievements, the communes still face numerous difficulties and challenges. Transport infrastructure remains unsynchronised, with many main routes connecting to communal headquarters seriously degraded; inter-hamlet and intra-hamlet roads have not yet been cemented, causing difficulties for travel, transportation, and the circulation of goods.

Human resource quality remains limited; administrative procedures for residents are challenging due to long distances to communal headquarters. Equipment, working facilities, and information technology infrastructure at the commune and hamlet levels are insufficient. Some hamlets lack internet access or experience unstable signals, affecting the implementation of digital transformation.

The communes proposed that the province provide support for completion of transport infrastructure; promptly allocate funding for the construction of new headquarters for Chieng Hoa, Chieng Lao, and Muong Bu communes to meet leadership and administrative requirements; and direct telecommunications enterprises to upgrade infrastructure, address coverage gaps, and ensure services for socio-economic development and residents’ needs.

Provincial departments and agencies received the proposals and addressed issues within their authority, while also providing guidance and recommendations on development orientations, tasks, and solutions to help the communes fully leverage their respective potential and strengths in the coming period.

In his concluding remarks, Nghiem requested that communal Party Committees and authorities continue to build on achieved results, overcome difficulties, and focus on effectively implementing key objectives, tasks, and breakthrough areas; strictly implement directives, resolutions, and conclusions of the central and provincial governments.

He emphasised the implementation of national target programmes, cultural preservation, tourism development, administrative reform, and digital transformation; strict management of budgets, land, minerals, planning, and construction order; acceleration of project progress and public investment capital disbursement; and review and adjustment of planning to ensure a long-term vision and mobilise resources.

He also stressed promoting eco-tourism linked with agriculture and indigenous culture; maintaining political security and social order and safety; strengthening Party building and rectification; improving the quality of cadres and the effectiveness of the two-level local government system.

He called for proactive coordination among the communes and with provincial departments and agencies, and thorough preparation to successfully organise the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term.
