At the event, leaders of the communes in Song Ma area reported on the results of implementing national target programme (NTPs); the classification of ethnic minority areas in accordance with Government Decree No. 272/2025/ND-CP; and administrative reform efforts at the local level.
The communes have completed the scoring for ethnic minority area classification under Decree No. 272/2025/ND-CP, with preliminary scores ranging from 40 to 53 points. During the review and scoring process, the communes conducted detailed assessments of local economic development and infrastructure conditions. This serves as a basis for effectively implementing investment projects and efficiently using the allocated NTP funds.

Regarding the disbursement progress of NTP funds in 2025, the communes have achieved an average disbursement rate of 60%. Notably, Chieng Khoong commune reached 100% of its assigned plan. The communes have also developed budget estimates, allocation plans, and lists of infrastructure projects for the 2026-2030 period, prioritising road projects connecting Song Ma area communes with those in Mai Son and Thuan Chau communes.
In addition, proposals are being drafted for submission to the provincial People's Committee regarding the construction of water treatment plants with sufficient capacity to serve local residents.
In terms of administrative reform, the communes have been actively implementing and completing their assigned tasks for 2025. The development of digital government and e-government at the commune level has focused on key tasks such as developing technical infrastructure and applying information technology in official duties and in the management of public assets and state budgets. The rate of on-time and early receipt and return of administrative procedure results has reached 100%.
At the same time, the communes have promoted communication and provided guidance to citizens on registering and resolving administrative procedures through the public service portal.

In his remarks, Hau requested the communes continue reviewing and refining the scoring for ethnic minority area classification; focus on reviewing planning as a basis for feasible projects under the national target programmes; and design projects while assessing the effectiveness of projects for livelihood improvements and socio-economic development.
He also urged the communes to proactively carry out site clearance to facilitate the early construction of roads connecting to Thuan Chau and Mai Son, review payment and settlement dossiers for projects funded by public investment, and accelerate the digitisation of administrative procedures to better serve the public.
