Moc Chau builds e-government, digital government

Implementing the project on administrative reform in Moc Chau district for the 2020-2025 period, agencies, units, communes and township in the district have taken many creative solutions and ways to become a typical locality of Son La province in reforming administrative procedures and building e-government and digital government.

The district People's Committee has focused on directing and effectively implementing the tasks set by the project, with 35 out of 43 criteria met and surpassed. As many as 517 administrative procedures are handled through the one-stop-shop divisions. They include 291 administrative procedures under the jurisdiction of affiliated agencies and units, 68 of specialized units, and 158 at commune level.

Moc Chau has completed updating the handling process of 204 district-level and 60 commune-level administrative procedures on the one-stop-shop software. The proportion of applications resolved on time and before deadline reached 99.9%. In July 2023, Moc Chau district launched the "Friendly Government" model in Moc Chau township. People who come to complete their administrative procedures are actively supported with thorough explanations by officials and civil servants. Most of the applications at the one-stop-shop divisions are processed within the same day, with those handled before deadline reaching more than 80% and no documents failing to meet deadlines.

Moc Chau maintains and effectively uses document management software systems, official email boxes, and a three-level video conferencing system (province, district and commune). The electronic one-stop-shop information system has been deployed to all 15 communes and township. The rate of applications processed online is over 60%.

Digital signatures are applied across the district, with 97 digital certificates granted to leaders of the district People's Committee, specialized departments and divisions of the district, communes and township. The rate of digitally signed documents reaches over 98% at district level and over 97% at commune and township level.

The district worked with the Vietnam Post and Telecommunication Group (VNPT)’s branch in Son La on a plan to build the smart operation center of Moc Chau district, and complete and put into use the 3D/360 tourism map of Moc Chau district at: https://3dmocchau.com/. It has also coordinated with IGB Joint Stock Company to develop smart tourism application software in Moc Chau district, serving the promotion of local tourism.

In 2021 and 2022, the People's Committee of Moc Chau district topped the list of districts and cities in implementing the Public Administration Reform (PAR) Index and digital government. With the drastic engagement of the local Party Committee and authorities, Moc Chau district has step by step built an administration of development facilitation and action, improving the effectiveness and efficiency of the administrative apparatus and creating a favorable environment to mobilize resources for investment and socio-economic development.
