As a monthly routine, Giang A Ly, head of the Giang family in Pu Hao village, Muong Lan commune, attends village meetings and promotes the implementation of village conventions and regulations. Thanks to key figures like Ly, villagers are well-informed about the Party’s guidelines and the State’s policies and laws. As a result, Pu Hao has become a model village in the movement “All people unite to build a cultural life” along the border area.
Ly shared that nowadays, no households keep livestock under stilt houses, and outdated customs in funerals and weddings have been replaced with modern and civilised practices. At the same time, effective economic development models have been replicated. This has strengthened solidarity among villagers, who actively contribute to building cultural families and communities.

To ensure the effectiveness of the movement, Muong Lan commune has mobilised the pioneering role of local officials, Party members, Party cell secretaries, heads of villages, and grassroots Fatherland Front committees in implementing its components.
Pham Anh Dao, Chairman of the commune People’s Committee, said: “For each specific part of the movement, the commune applies flexible solutions suited to local realities. Efforts focus on developing cultural infrastructure; creating a green, clean, beautiful, and safe cultural environment; promoting and preserving traditional customs and cultural traits; and establishing village conventions that clearly define individual and family responsibilities in building cultural families.”

Additionally, the commune has invested in grassroots cultural infrastructure, building a communal cultural house and 13 out of 16 permanent village cultural houses. All villages have sports fields and there are 16 regular sports teams across the commune.
The registration, evaluation, and recognition of “cultural families” are conducted publicly and democratically. In 2024, 78% of local households were recognised as cultural families, and 13 out of 16 villages met the criteria for cultural status.

According to Tong Van Quynh, Secretary of the Party cell and head of Na Khi village, Muong Lan commune, households in the village have united to build a new, civilised lifestyle in the residential area. Each year, over 85% of households are recognised as cultural families, and the village consistently earns the ‘cultural village’ title.
The “All people unite to build a cultural life” movement in Muong Lan commune has brought about significant changes in public awareness and behaviour, reviving and promoting the tradition of unity. This creates a solid foundation for building a more prosperous, cultured, and civilised commune.
