The “provincial learning unit” title was given to 29 provincial-level agencies and departments, as well as 38 educational institutions, including high schools, ethnic boarding schools, and continuing education centres within the province. Among these, six received level 2 recognition, while 61 got level 1. The recognition is valid for three years.

The evaluation is based on the criteria outlined in Circular No. 24/2023/TT-BGDT, dated December 11, 2023, by the Minister of Education and Training. This regulation provides guidelines for assessing and recognising "learning units" at the district and provincial levels. The recognition aims to encourage investment in education and mobilise resources to support education, foster a learning spirit, motivate individuals to strive toward becoming "learning citizens," contribute to building "learning communities," and promote lifelong learning within a learning society.
