Thuan Chau aims for comprehensive digital transformation

Immediately after completing the restructuring and stabilisation of the two-tier local government apparatus, Thuan Chau commune proactively launched a series of coordinated measures to pursue the goal of comprehensive digital transformation. This has been identified as a key task in building a modern and civilised society, enabling residents to benefit from digital technologies, while improving their quality of life and enhancing the efficiency of production and business activities.

Recognising digital transformation as the key to improving governance and better serving residents and businesses, the People’s Committee of Thuan Chau reviewed, updated, and publicly listed 387 commune-level administrative procedures and 15 sector-level procedures. The commune now offers 138 fully online public services and 252 partially online services. A Public Administration Service Centre has been established, equipped with modern facilities, integrated with the national one-stop software system, and provides public computers to help residents access the National Public Service Portal. Currently, 100% of administrative procedures under the commune's jurisdiction are received, processed, and updated through electronic systems.

According to Do Ngoc Quang, Vice Chairman of the commune People's Committee and Director of the Public Administration Service Centre said the commune focuses on improving the capabilities of staff handling administrative procedures, while also enhancing awareness among officials, civil servants, and residents about digital transformation. The goal is to increase usage of online public services, postal services, and digital platforms that support daily life and economic activities. At the same time, it is cleaning up citizen data, verifying and updating information to improve national databases on insurance, taxation, and more.

Toward a digital government, the commune places strong emphasis on processing administrative procedures quickly, efficiently, and transparently. Since July 1, it has received and processed 864 applications, of which 97.1% were resolved on or before the deadline, and 99.76% were fully digitised. The Citizen and Business Satisfaction Index has shown promising results: 72.39 points – 1st out of 75 communes/wards in July, 92.41 points – 9th out of 75 in August, and 88.88 points – 19th out of 75 in September.

Comprehensive investment in digital infrastructure has laid a crucial foundation for developing a digital economy and digital society in Thuan Chau. Local businesses actively apply IT in management and operations, while 100% of cooperatives use electronic invoices and file taxes online. The commune has also rolled out electronic invoicing at retail fuel stations and food stores to reduce tax losses and increase budget transparency.

In parallel, the commune is promoting cashless payments and guiding residents in using digital platforms for essential services such as health care, education, communication, legal advice, transportation, tourism, reading, and entertainment.

By increasing the rate of online public service delivery and expanding digital skills across the community, Thuan Chau is making remarkable progress across all three pillars of digital transformation: digital government, digital economy, and digital society, gradually integrating technology into everyday life and better serve both residents and businesses.
