The model operates in accordance with a plan on coordination with the Traffic Police Division. It has 14 members, with its head being the division, and its members being transportation enterprises operating in the province.

It aims to step up legal education and dissemination to improve awareness of traffic safety and order law compliance among business owners, drivers, and service staff on vehicles; raise the sense of responsibility of traffic policemen in patrolling, controlling and handling violations of traffic safety; strengthen the coordination between agencies, organisations and enterprises in ensuring traffic safety to minimise traffic accidents; and prevent those caused by the subjectivity of enterprises and drivers.
