Provincial General Hospital to be upgraded to regional-level facility

The project aims to enhance the hospital’s capacity for medical examination, treatment, and healthcare services for people in the northwestern subregion; enable the hospital to perform modern and advanced specialised techniques; reduce patient overload at central-level hospitals; and ensure equitable access to high-quality healthcare services.

The project will expand the hospital from its current scale of 550 beds (with 750 beds currently in use) to 1,000 beds. Its organisational structure will be restructured from 35 departments and units to 48. The hospital will take on the role of receiving and treating severe cases, while providing technical and professional support to medical facilities in fields such as Emergency and Poison Control, Cardiology, Oncology, Neurosurgery-Spine Surgery, Tropical and Infectious Diseases, Obstetrics, and Pediatrics.

The hospital will be oriented toward advanced specialisation, improving the quality of medical examinations and treatment, strengthening approved techniques, and meeting the healthcare needs of the region. It will also enhance research and the application of new techniques annually, including both in-tier and higher-tier procedures. The total estimated budget is nearly 2.1 trillion VND (79.6 million USD), with implementation planned from 2025 to 2030.

During the working session, delegates highlighted challenges related to transferring responsibility for preparing the pre-feasibility study report from the Department of Health to the provincial Management Board for Civil, Industrial, and Urban Development Projects; the lack of allocated funds for selecting a qualified consulting unit; difficulties in human resource training, health insurance policies, and procurement of medical equipment.

Speaking at the event, Chien requested that the health sector and the provincial General Hospital strictly follow provincial orientations in implementing healthcare tasks. He urged continued coordination to finalise project details, establish a clear implementation roadmap, and ensure that project design, from infrastructure to equipment, meets practical needs.

He also requested a proposal to convert the old provincial General Hospital into a 100-bed satellite facility, strategies for developing high-quality medical personnel, and adjustments to equipment procurement in accordance with regulations.

The hospital was asked to review and manage its assets, use infrastructure efficiently, and promote administrative reform and digital transformation in professional activities and patient care.

Earlier, the Standing Vice Chairman and the delegation inspected departments and units at both the old hospital in To Hieu ward and the new one in Chieng Sinh ward.
