Chieng Den commune is located in the northwest of the city, with eight hamlets and 1,259 households, with 6,156 people from seven ethnic groups, including Thai, Kinh, Muong, H'mong, Tay, La Ha, and Lao. After being recognised as a new-style rural area in 2017, the commune maintained and improved the criteria already met, and developed a plan to strive for the "advanced new-style rural area" status for the 2021-2025 period.
The commune has raised more than 12.8 billion VND (503,342 USD) for advanced new rural area building, with over 4.6 billion VND contributed by local residents. Since 2021, Chieng Den has established eight agricultural models across the hamlets and formed three new cooperatives. The rural economy has shifted toward increasing the share of services, boosting rural workers’ income, and improving both the material and spiritual lives of the local people.
To date, the commune has achieved all 19 criteria for an advanced new-style rural area. All the main roads in the hamlets have been paved; 12.8 km of roads in the commune have street lighting; 100% of the hamlets have been recognized as cultural hamlets; more than 90% of households have solid or semi-solid houses; the average income per capita in 2024 reached over 55 million VND, an increase of nearly 15 million VND compared to 2022; and the poverty rate has dropped to 4.1%. The political system has been strengthened, and security and order have been maintained.
One the occasion, the provincial People's Committee awarded the certificates of merit to one collective and three individuals, while the city People's Committee gave the certificates of merit to four collectives and seven individuals for their outstanding contributions to the advanced new-style rural area development.
