Son La reviews identification of ethnic minority and mountainous villages

Dang Ngoc Hau, Vice Chairman of the provincial People’s Committee, on July 20 chaired a meeting of the Appraisal Council to review the results of identifying villages in ethnic minority and mountainous areas, as well as extremely difficult villages, in accordance with the Government’s Decree No. 272/2025/ND-CP dated October 16, 2025.

Implementing the plan to reorganise and restructure villages, sub-zones, and urban residential areas in Son La province in 2026, based on the review results and proposals from localities, the province has cut down the number of villages, sub-zones, and urban residential areas from 2,233 to 1,394 units. Of these, there are 1,289 villages inhabited by ethnic minorities, 1,391 located in mountainous areas, and 780 classified as extremely difficult. By July 17, 2026, all 75 communes and wards had submitted their classification results to the supporting working group.

At the meeting, the working group sought opinions from the Appraisal Council on 11 villages in seven reorganised communes that had been reviewed and proposed for inclusion in the list of extremely difficult villages. These communes include Tuong Ha, Chieng La, Chieng Khuong, Sop Cop, Muong Leo, Chieng Lao, and Muong Chien.

The group also requested opinions on the classification list of 780 extremely difficult villages. In addition, participants discussed several issues, including assessment criteria for determining results based on income, electricity access, commercial infrastructure, as well as the geographical locations of villages after mergers.

Speaking at the meeting, Hau requested that council members continue to thoroughly implement the directions of the Government and provincial authorities, especially the Government’s Decree No. 272/2025/ND-CP. Based on the preliminary review results reported by communes, relevant agencies will continue reviewing and classifying areas, conduct surveys and verification of villages in reorganised communes, and review the list of extremely difficult communes.

After completing the review process, the agencies will develop a plan and prepare all necessary contents for the upcoming session of the Appraisal Council.
