Subproject 3, “Supporting Sustainable Employment,” aims to connect workers, especially those from poor and near-poor households, with domestic and international labour markets through vocational training, career counseling, and support for overseas employment. These efforts have helped create stable incomes and promote sustainable poverty reduction.
Each year, the Department of Home Affairs coordinates with relevant departments to advise the provincial People’s Committee on allocating funds for localities to organise job-matching activities, conduct labour surveys and management linked to the national population database, and hold job fairs and employment exchange sessions, with priority given to workers from poor, near-poor, and households newly escaped from poverty. The provincial Employment Service Centre has been directed to survey and forecast recruitment demand and provide labour market information to enterprises and workers.
According to Vu Quang Khai, Director of the provincial Employment Service Centre, the centre annually cooperates with localities and reputable enterprises to organise job counseling and placement conferences in communes, especially in extremely disadvantaged, mountainous, and border areas.
At the same time, it disseminates the Party’s guidelines and the State’s policies and laws on labour and employment, as well as recruitment demand inside and outside the province. In addition, the centre connects with the national network of employment service centres and vocational training institutions to update labour market information; maintains a job transaction website; and gradually develops an electronic job platform, creating conditions for workers in remote areas to participate.

During the 2021-2025 period, under the National Target Programme on Sustainable Poverty Reduction, the Department of Home Affairs directed the Employment Service Centre to organise career guidance and job counseling fairs in the former Son La city, attracting 40 units and enterprises and more than 1,500 participants.
The centre also held 80 conferences, job fairs, and counseling and job placement activities for 3,404 workers; coordinated the production of six television and four radio reports; and translated labour market information into Thai and Mong languages. A total of 8,760 leaflets on labour market information were distributed, and banners and posters were printed and displayed at events.
Thanks to the implementation of various sustainable employment support solutions under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the provincial Employment Service Centre successfully connected 132 workers with jobs at domestic companies and enterprises and supported 38 workers in taking up employment overseas, achieving nearly 100% of the subproject’s targets.
Previously, the family of Quang Van Hac from Lua hamlet, Muong La commune, faced many difficulties. Although he wished to work overseas, he was unable to do so due to high costs. After receiving counseling from the provincial Employment Service Centre, in August 2023 his family borrowed 64 million VND (2,432 USD) from the Muong La branch of the Vietnam Bank for Social Policies at a preferential interest rate, enabling him to work in Taiwan.
Lo Thi Tuyet, his wife, said that thanks to the loan, her husband has been able to work abroad and send home more than 20 million VND each month, helping the family repay the bank loan, cover daily expenses, and better care for their children.
By effectively implementing policies on job creation and overseas employment, the centre will continue to advise and propose solutions to ensure both the quantity and quality of employment and overseas labour deployment, increase workers’ incomes, and effectively carry out social security efforts to reduce poverty in the locality.
