Due to the impact of storm Prapiroon, the second of its kind hitting Vietnam, landslides and flooding occurred in some hamlets in Chieng Den commune, affecting 94 households, of them 39 in Phieng Nghe were flooded and had to be evacuated, and four suffered landslides. In addition, 30.8 hectares of crops were submerged. The flooding has lasted for nearly a month, and the water has receded, but at a very slow pace.
The city People's Committee proposed the provincial People's Committee and the provincial Steering Committee for Disaster Prevention and Control and Search and Rescue to allow the implementation of several urgent projects using the central and provincial budgets, including building tunnels to drain flood water from Chieng Xom, Son La city to Muong Bu commune, Muong La district; investing in a drainage system to prevent flooding: and providing urgent support for 64 flooded households in Phieng Nghe, Bom Nam, and Nam Nieu hamlets.
After conducting a field trip and listening to reports from provincial departments and sectors, and the city People's Committee on the situation and their solutions, Hung requested the Party Committee of the provincial People's Committee to direct departments, sectors and Son La city to strictly implement the directives of the Government and the province on flood response and recovery.
For Chieng Den commune, he agreed with the plan to build tunnels in Phieng Nghe and Nam Nieu hamlets, Bom Nam residential cluster, and Nam Giang hamlet; alongside the plan to arrange people on site. He directed the city to continue supporting people to move out of flooded areas; compile a list of households that need to be evacuated and send it to the provincial Vietnam Fatherland Front Committee for prompt support; and provide boats for flooded households to have means of transportation, and ensure safety.
