Son La promotes implementation of grassroots democracy

Cha A Cua, Deputy Secretary of the provincial Party Committee, Chairman of the provincial Vietnam Fatherland Front Committee, and head of the provincial Steering Committee for the Implementation of Grassroots Democracy, on July 13 chaired a conference to review the implementation of grassroots democracy during the first half of the year and outline tasks for the second half.

In the first six months, the provincial Party Committee’s Standing Board thoroughly disseminated and seriously implemented leadership and guidance documents issued by the central and provincial authorities on the implementation of grassroots democracy regulations, in conjunction with the implementation of the Resolution of the 14th National Party Congress. The committee also consolidated the provincial Steering Committee for Implementation of Grassroots Democracy and directed Party committees under the provincial Party Committee to develop grassroots democracy programmes and plans for 2026, tailored to the characteristics and conditions of each locality, agency, and unit. Party committees and local authorities at the commune and ward levels were instructed to implement grassroots democracy in accordance with the two-tier local government model.

Across the province, the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term was successfully organised, with voter turnout reaching 99.72%. The provincial People’s Council held three regular and thematic sessions as scheduled to consolidate personnel arrangements, elect key positions of the People’s Council and People’s Committee, address urgent local issues, and adopt important resolutions on public investment allocation, land recovery, socio-economic development, national defence and security, as well as policies directly affecting residents.

The "Effective Mass Mobilisation" emulation movement continued to be implemented effectively. In the first six months of 2026, all 79 Party committees directly under the provincial Party Committee registered 1,511 "Effective Mass Mobilisation" models across various fields. To date, the province has had 2,463 such models being implemented, including 952 models carried over from 2025 and 1,511 newly registered models for 2026.

Concluding the conference, Cha A Cua requested Party committees under the provincial Party Committee to continue disseminating, concretising, and effectively implementing the Law on the Implementation of Grassroots Democracy and related regulations. He called for stronger promotion of the "Effective Mass Mobilisation" movement across sectors and the replication of successful models and effective practices.

The Vietnam Fatherland Front committees and socio-political organisations at all levels were requested to further concretise programmes and plans to effectively implement the resolutions of the congresses of the Vietnam Fatherland Front and socio-political organisations; strengthen supervision and social criticism; grasp public opinions and social developments in various fields; and focus on social welfare, support for poor households, and assistance for people facing difficult circumstances.
