At the conference, the first of its kind, participants reviewed the implementation of Resolution No. 55/2023/NQ-HDND dated April 18, 2023, by the provincial People's Council. This document sets a maximum fee of 30,000 VND (1,18 USD) per month per child for extracurricular foreign language teaching at public educational institutions. This funding limit has hindered collaboration between the institutions and foreign language centres. Additionally, kindergartens in the province lack designated English teachers, while the English proficiency of existing teachers remains limited.

Participants also looked into a draft framework for implementing a set of indicators evaluating digital transformation at kindergartens across districts and Son La city. They observed STEM/STEAM and English classes at Hoa Hong and Hong Ngoc Kindergartens.
