According to the report, the province has 37 legal normative documents subject to review and handling, including 34 requiring amendments, supplements or replacement, and three to be abolished. The review and handling have been carried out by agencies and units under the direction of the provincial People’s Committee, but progress has remained uneven across sectors and localities.
Delegates focused on clarifying several issues related to the review and handling of legal normative documents affected by the restructuring of the state apparatus. Many highlighted difficulties and obstacles arising during the process, particularly in determining the scope of impact, handling authority, and procedures for amending, supplementing, replacing or abolishing such documents.
In his remarks, Hau asked relevant units to proactively compile difficulties and obstacles and promptly report to competent authorities for consideration and guidance on issues beyond their jurisdiction, ensuring that the amendment and replacement of documents do not disrupt state management activities and affect socio-economic development and social welfare in the province.
He assigned the Department of Justice to, based on the set timelines, urge other departments and sectors to conduct reviews and complete dossiers, and on the basis of appraisal and consolidation, advise competent authorities on the abolition, amendment, supplementation or issuance of new documents in line with regulations, ensuring consistency and synchronisation in the local legal system./.
