Under the programme, the two units will step up information dissemination on enhancing learning and talent promotion, building a learning society, and encouraging lifelong learning; as well as their orientations on innovating and improving the quality of educational activities, amd policies for developing continuing education. They will also build relevant forums on mass media under their management.

Attention will be paid to building programmes to promote learning and encourage talent in preschools, and general education, continuing education, and vocational education establishments; turning schools into "Learning Units" at the district and provincial levels; selecting, commending, honouring, and rewarding collectives and individuals with outstanding achievements in learning, teaching, and management in a timely manner, and in the work of promoting learning, encouraging the talent, and building a learning society. They will also coordinate with the People's Committees of Son La city, which is listed in the UNESCO Global Network of Learning Cities, to develop a plan to work with departments and agencies to building a practical and effective learning city.
