The model has been piloted in Muong Chien commune by the district police in coordination with the communal People's Committee from April 11, 2024. It helps communal police officers and civil defence teams proficiently use pumps to meet the “4 on-site” task.
On August 8, 2024, Quynh Nhai district’s police issued a decision to replicate this model to the remaining 10 communes in the district.
The management board of the model includes chiefs and deputy chiefs of the communal police, commune police officers, heads of security and order protection teams at the grassroots level, and heads of grassroots-level fire prevention and fighting teams in the commune.
They are responsible for preserving, maintaining, and effectively using fire pumps of the communal police; disseminating, guiding, training, practicing firefighting plans and mobilising forces when a fire or an explosion occurs.
