Themed "Vietnamese children follow Uncle Ho's teachings", the festival drew the participation of more than 1,000 children and people in charge of children’s activities from 24 units.

Each participating unit selected a minimum of 20 children to perform an art programme of 6-10 minutes praising love for the homeland and the country, the glorious Party and beloved Uncle Ho, and the traditions of the Ho Chi Minh Communist Youth Union and the Ho Chi Minh Vanguard Children’s Union.

With careful preparation, the trumpet troupe from the Children's Center of Son La province devoted the medley "Through the Northwest", featuring such works as “Children march in the footsteps of heroes”, “Through the Northwest”, “Liberation of Dien Bien”, and “As if Uncle Ho were with us on Victory Day”.

The festival is an annual activity for children’s palaces and centers to meet and share experience in organising activities for children, thus building grassroots movements. This is also an opportunity for children in the northern region to interact with each other and show off their skills and talents.
