Chieng Pha has 10 hamlets with 1,739 households from five ethnic groups: Thai, Kinh, Kho Mu, Khang and La Ha. In 2010, the commune joined the new-style rural area building movement with a low starting point, with an average income per capita of only 4 million VND (165 USD) per year, a high rate of poor households and agricultural workers, poor infrastructure and sub-standard education and training, and lack of cultural houses and sports areas. The system of intra-field canals and intra-hamlet roads serving production and travelling only met 30% of the needs, while the people’s awareness of their role as a main player in building new-style rural areas remained limited.
Up to now, the total capital mobilized for building new-style rural areas has reached over 47 billion VND (1.94 million USD), including 37.6 billion VND from the State budget and nearly 9.5 billion VND donated by residents. The commune has achieved all the 19 criteria and 56 out of 57 targets for a new-style rural area. It posts a poverty rate of 11.9% and an average income of 42.1 million VND (1,734 USD) per person per year. It now maintains the operations of three cooperatives. All households gain regular and safe access to electricity, with 96.5% of them having houses that meet standards. Over 70% of educational facilities at all levels boast facilities and teaching equipment satisfying national standards. All the hamlets have cultural houses and places for cultural and sports activities to serve the community and all residents join health insurance.
On this occasion, the provincial People's Committee awarded the certificates of merit to two collectives and six individuals. The Thuan Chau district People's Committee presented the certificates of merit to three collectives and five individuals with outstanding achievements in implementing the new-style rural building programme.
