In recent years, the system of private medical and pharmaceutical establishments in the province has grown significantly in both quantity and quality, offering a wide range of diverse services and contributing importantly to improving public health care.
During 2021-2025, 117 establishments were granted or reissued licences for medical examination and treatment activities, including eight general clinics; 86 specialised clinics and traditional medicine clinics; and 25 medical service facilities. In addition, 1,701 private pharmaceutical establishments were granted, reissued, or amended certificates of eligibility for pharmaceutical business operations.
The quality of human resources in private medical facilities has been increasingly enhanced in terms of professional qualifications and management capacity, meeting the healthcare needs of local residents. Inspection and supervision efforts have been strengthened, with 17 inspections conducted on 146 establishments, resulting in 28 violations being handled with total fines amounting to 336 million VND (12,740 USD).

Despite these positive results, several shortcomings remain in the management of private medical and pharmaceutical practices. Many establishments providing healthcare-related services (such as cosmetic procedures or optical services) continue to operate without the required licenses.
Owners often fail to submit applications to the Department of Health for appraisal and licencing as required by law. Most establishments use advertising signage that does not match their authorised professional scope. Additionally, many residents choose medical services based largely on online advertisements and social media promotions, rather than verifying whether establishments have valid operating licences.

The supervisory delegation recommended that the Department of Health continue advising the provincial People’s Committee on issuing documents related to state management of private medical and pharmaceutical practices. It also requested stronger coordination with departments, sectors, and local authorities to enhance communication and ensure that private practitioners comply with legal regulations.
The delegation emphasised the need for continued review and oversight of private medical and pharmaceutical establishments; strengthened management, guidance, inspection, and strict handling of violations to improve healthcare service quality and protect the rights of citizens.
