Vietnamese, Lao defence ministers hold talks in Son La

General Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defence, held talks with Lao Deputy Prime Minister and Minister of National Defence General Chansamone Chanyalath in Moc Chau district on October 22 within the framework of the second Vietnam-Laos border defence friendship exchange.

During the talks, the two sides reviewed their five-year implementation of the protocol on defence cooperation in 2020-2024, and set out objectives and orientations for collaboration in the coming time.

Giang emphasized that in 2024, the two sides witnessed many important events in the cooperative relationship between the two countries and their armies, including the high-level meeting between the Politburos of the Central Committees of the Communist Party of Vietnam and the Lao People's Revolutionary Party, mutual visits by senior leaders of the two countries, activities to celebrate the 75th founding anniversary of the Lao People's Army and the 70th anniversary of the historic Dien Bien Phu Victory as well as activities towards the 80th founding anniversary of the Vietnam People's Army.

He expressed his pleasure at the fruitful development of the bilateral defence cooperation, saying that areas outlined in the protocol on defence cooperation for the 2020-2024 period have been implemented effectively, with some contents exceeding the set targets.

Political trust and strategic alignment have been deepened, and the bond between the two countries' armed forces has been enhanced, he said, adding that the two sides have closely coordinated and supported each other at multilateral forums and mechanisms, and international events organised by them, especially during the ASEAN Chairmanship Years of Vietnam and Laos in 2020 and 2024, respectively.

The forms and mechanisms of cooperation have become increasingly diverse, including the border defence friendship exchange, the deputy ministerial-level defence policy dialogue mechanism, and annual cooperation activities between agencies and units.

He noted that security and order in the border areas of the two countries have been increasingly strengthened. The border guards and border management and protection forces of the two sides have coordinated to maintain the stability of the borderline and border markers, and persuaded residents to strictly comply with signed legal documents.

The two sides have maintained the twinning of border guard stations, and residential areas, contributing significantly to stabilizing the lives of local people, consolidating security and politics, and realizing the common vision of senior leaders on a Vietnam-Laos border of peace, stability and sustainable development.

The two ministers sign the protocol on defence cooperation for the 2025-2029 period and the cooperation plan for 2025 between the two ministries.

For his part, Chanyalath highlighted the significance of the exchange, saying that it serves as an effective and distinctive cooperation model between the two countries, and an important political activity that reflects the political will of the Parties, States, militaries and localities of the two nations in strengthening the friendship and solidarity, and promoting substantive cooperation in building a borderline of peace, friendship, cooperation and development for the prosperity of each country  as well as for peace, stability, cooperation, and development in the region and the world.

At the end of their talks, Giang and Chanyalath signed a protocol on defence cooperation for the 2025-2029 period and a cooperation plan for 2025 between the two ministries.
