A border district of the province, Yen Chau has 169 hamlets and sub-areas. It is home to five ethnic groups, of them ethnic minorities accounting for more than 80%. In the period of 2019-2024, the district's economy has developed fruitfully, with positive changes seen in agricultural, forestry and fishery production. Programmes, projects, and policies for ethnic minority-inhabited areas have received attention from Party committees and authorities at all levels.
In the past five years, the district has invested 386.4 billion VND (15.18 million USD) in building and repairing 151 infrastructure works; disbursed loans of over 562 billion VND for 13,554 households to develop production and business; removed 1,168 makeshift and dilapidated houses; supported poor and near-poor households, and those just escaping poverty with seedlings, livestock, materials and fertilizers. In 2023, the district’s average per capita income reached 27 million VND (1,060 USD) per year while the poverty rate dropped to 20.12%.
Now the district has all communes with roads accessible by car to their center; and 99% of households have access to national grid electricity. Irrigation and clean water systems have been invested to serve production and people’s life. All communes have been supported in building a solid school and a medical station, ensuring learning conditions and primary health care for the people. The security and order situation is stable, and traditional cultural identity is preserved and promoted.
The congress set a number of key targets between now and 2029, including striving for 56% of ethnic minority workers to be trained; 100% of commune-level civil servants receiving standardized training, of them 85% with college, university or higher degrees. The poverty rate is set to decrease 2-3% per year; 92% of commune roads are to be cemented or asphalted; and all households will use electricity regularly.
