The drill was divided into two phases. In the first phase, Muong Va commune’s Forest Fire Prevention and Fighting Command organised a meeting to assess the forest fire situation; adjust the forest fire response and search and rescue plan; assign tasks, coordinate efforts, and issue instructions to ensure fire prevention and fighting, as well as forest fire recovery, for local authorities, organisations, and hamlets.

In the second phase, local forces and additional support teams practiced forest fire response, search and rescue operations, and recovery efforts from the fire’s aftermath.
The practice section took place in Muong Va hamlet, with the simulated scenario being: a forest fire broke out, and although the locals initially attempted to extinguish the flames, the fire continued to spread, threatening nearby residential areas. The communal Forest Fire Protection and Prevention Command mobilised forces to quickly respond, putting out the fire, evacuating residents, and conducting search and rescue operations. The forces also focused on protecting residents' property, providing emergency care to the injured, and taking victims to safe locations. The drill was evaluated as excellent.
